You should set the Main volume to maximum using the Volume Control Window. (see Set Volume Controls)

Then, to fine tune, use the Neurolateral program volume sliders. This allows you the most range of volume.

There are separate volume sliders for Audio (Beeps and Audio Tracks) and CD play.
